Heat the oil in the pressure cooker pot and sauté the onions. Add the garlic, parsley, tomatoes, bay leaf, thyme, water, salt, and pepper.
Close the lid and bring to pressure. Cook for 5 minutes on HIGH pressure or 8 minutes on LOW pressure.
When the cooking time is done, release the pressure, open the lid, and add fish and seafood. Stir well.
Close the lid, bring back up to pressure and cook for 3 minutes on HIGH pressure or 5 minutes on LOW pressure.
When done, release the pressure, open lid and, remove bay leaf. Serve hot.
